Advisory Council

Experienced recovery professionals guiding programming, mentorship, and advocacy priorities.

The Peer Advisory Council at On the Front Lines Community Alliance (OTFLCA) is a committed group of experienced peer recovery professionals who provide crucial insight into the development and enhancement of recovery services. This dedicated team uses their lived experiences and professional expertise to influence the creation of recovery tools, programming, and policies.

Hannah Schilling
Hannah Schilling is a Certified Peer Support Supervisor whose lived experience informs countywide harm-reduction programs as Community Outreach Coordinator at Hamilton County Public Health. She founded On the Front Lines Community Alliance (OTFLCA), contributes to PWLX workgroup and ECHO initiatives, and has received multiple honors—including two National Promising Practices Awards—for work that reduces stigma and builds pathways to lasting wellness.

Luis Villagrana
A person in long-term recovery who is a passionate advocate for those experiencing substance use and mental health. With his clinical background, he serves others through forming reputable relationships with our community partners, to assist community members with their needs. He has been dedicated to supporting and advocating for individuals through their own recovery journey.

Katherine Dawes
A person in long-term recovery who is a passionate advocate for those experiencing substance misuse. Work is focused in Southwest Ohio focused primarily on the Medicaid population helping those in need and their families navigate SUD and MH treatment options. Working with the  EMPOWER Project as a Stakeholder devolving current research for those experiencing Substance Use during Pregnancy and Postpartum.

Donald Weatherwax
Donald Weatherwax is a passionate recovery advocate and founder of multiple sober living homes across Western Kentucky and Ohio. Drawing from his own recovery journey, he creates housing that fosters healing, accountability, and lasting sobriety. As a leader in Oxford House, he ensures these homes feel like true communities—not institutions. Currently, he leads a team that has opened over 320 recovery beds in Ohio, expanding access to inclusive, supportive housing for those in recovery.

Erica Parks
Certified Peer Recovery Supporter, CDCA. Has worked in homeless outreach for over 3 years assisting individuals into treatment and accessing resources. Hold positions on Homeless Clearinghouse Board, Homeless Outreach, PWLX and Community Connections workgroups.

Michael May, CDCA II, PRS, is a dedicated professional in the treatment field, specializing in substance use disorder. Driven by a deep passion for helping others, he provides compassionate support, advocates for comprehensive care, and connects individuals with essential resources to foster their recovery journey and overall well-being.

Shawna Weber
Shawna Weber is a person in long-term recovery and a passionate advocate. As a Certified Peer Specialist and holder of a CDCA II credential, Shawna is committed to educating others about the tools available to support individuals on their recovery journey. Her mission is to ensure that anyone seeking help can find the guidance and support they need to begin and sustain recovery.

Matthew Godwin
Matt is a Certified Peer Recovery Supporter whose lived experience in recovery drives his advocacy and support work in Cincinnati after relocating from West Virginia. With a diverse background as a cook, stagehand, mechanic, and seasonal Christmas-light installer, he brings practical skills and adaptability to his mission of fostering resilience, hope, and positive change in his community.

The On the Front Lines Community Alliance Board of Directors is a dedicated group of individuals who bring a unique perspective to the table. What sets our board apart is that each member is either in recovery from substance use disorder or has been directly impacted by it. By leveraging their lived experiences, they bring insight, empathy, and a deep understanding of the issues surrounding substance use disorder.

DAN MELOY
BOARD PRESIDENT

Daniel P. Meloy brings over 33 years of experience in law enforcement, public safety, and local government leadership, including 18 years in command roles. As Director of Operations for Operation 2 Save Lives (O2SL) and QRT National, he is a national expert in public safety and recovery collaboration, known for expanding community-led deflection models. Previously, Daniel served in Colerain Township, Ohio, where he created the nationally recognized Quick Response Team (QRT) model and the Family Justice Center. He is the President of the Ohio Deflection Association and has received multiple awards for his innovative leadership.

ANDREA HOLTMAN
EXECUTIVE BOARD VICE PRESIDENT

Andrea Holtman brings a wealth of experience from her career in organizational development and healthcare systems to her current role as Director of Mobilization and Partnerships for Cincy at the Well, a nonprofit serving women impacted by exploitation and trafficking in Greater Cincinnati. Passionate about helping others find joy, peace, and freedom, Andrea works with individuals facing homelessness, substance use disorder, exploitation, and incarceration. She lives in Price Hill with her husband, their three college-aged kids, and a lively household of pets. Her guiding principle comes from Dietrich Bonhoeffer: “Only love gets close enough to know.”

KEITH WOODS
BOARD MEMBER

Keith Woods is the Interim Peer Support Supervisor at the Center for Addiction Treatment (CAT), where he blends professional expertise with lived experience in recovery. Born and raised in Lincoln Heights, he attended Princeton High School and is pursuing his degree at Cincinnati State. With five years in recovery, Keith embraces growth and transformation, sharing his mantra: “I am not who I was—I am who I can be.” He serves on the Board of Gateway Transitional Living House, is active in the African American Engagement Workshop (AAEW), and has been featured in Movers & Makers Magazine and Spectrum News. At CAT, he presents on cultural competency, family education, and wellness, and facilitates weekly family sessions, continuing his mission to empower individuals, families, and communities through recovery and hope.

TYLER MEENACH
SECRETARY

Tyler Meenach holds a BS and MS in Criminal Justice from the University of Cincinnati and has over a decade of experience in correctional rehabilitation, including managing dual-diagnosis caseloads and SUD counseling. Now a Community Health Coordinator at Hamilton County Public Health, Tyler helped launch the award-winning Recovery Friendly Hamilton County program, reaching 60 employers and over 17,000 employees. In his free time, Tyler enjoys books, movies, and collecting records.

AMANDA LYNN REESE
TREASURER 

AmandaLynn Reese is the Chief Program Officer at Harm Reduction Ohio and a national government affairs consultant specializing in harm reduction, naloxone access, and policy development. She is passionate about empowering organizations to address substance use issues effectively. Outside of work, AmandaLynn enjoys exploring national parks with her husband and son and sharing her love of theatre with her family.

JAKE YOUSIF-KELLEY
Jake Yousif-Kelley is a community-focused public health professional dedicated to advancing equity for LGBTQIA+ communities, people living with HIV/AIDS, and others who have been historically marginalized. With a strong commitment to the intersection of identity, health, and access, Jake believes in the power of lived experience to foster connection, reduce stigma, and improve outcomes.

​

He currently serves as the HIV Program Coordinator at The HealthCare Connection, supporting patients and partners through the Lincoln Heights Health Center and Mt. Healthy Family Practice. Jake is pursuing a Bachelor of Social Work at the University of Louisville, further strengthening his advocacy and service work through a person-centered lens.

Jake lives in Covington with his husband, their two dogs, and two cats.
